Attention of all Ministries/Departments is invited to this Secretariat O.M. No. 28(43)E0/2013(ACC) dated 31.07.2014 prescribing timelines for processing of proposals for appointment to Board level posts in Central Public Sector Undertakings(CPSUs) requiring approval of the ACC. In this regard, it is pointed out that the Public Enterprises Selection Board (PESB) strictly follows the last date for receipt of applications mentioned in the advertisement for various Board level vacancies in CPSEs. PESB does not relax or condone the delay in submission of applications and hence all such applications that are received after the due date are categorized by PESB as late receipts and are not taken into consideration.

Ministries and Departments which are the forwarding authorities, sometimes forward the applications of the eligible candidates much after the due date prescribed in the vacancy circular/advertisement leading to the applicant being rendered ineligible despite having submitted his application well in time to the forwarding authority. Many a time the applicant who has thus been denied an opportunity for getting shortlisted for no fault of his own, seeks legal remedy leading to the vacancy being kept on hold/pending till the case is decided. 3. It may further be noted that in terms of extant guidelines, no valid application should be withheld by the concerned PSU or the administrative Ministries/Departments.
4. All the administrative Ministries/Departments are therefore, requested to strictly and scrupulously adhere to the timelines prescribed in the vacancy circular/advertisement and forward the applications to the PESB on or before the last date. It would be the responsibility of the nodal officers of the
Ministries/Departments to keep track of the vacancies to ensure that the applications are forwarded in time.
